Why are these people standing there

A friend from my photoblog at flickr www.ginaspics.net asked me: these people standing there, what is it all about I don't understand it. So this is what I wrote her:

This red Torii belongs to the very, absolutely most holy shrine in Japan. All Japanese want to go there and pray to this special god (like the Hadj to Mekka for the Muslims). Usually it is seen at high tide being in the water. Famos fotographs ..
Now they come here at low tide standing on the ground of the sea - now where has the water gone????
